Handrail fastening?

This is Mull F32, 1993. We're replacing the headliner, and have reached the point where the P&S handrails have to come down. With the wooden plugs out I can see the end of a bolt with a nut recessed and inaccessible. There is no place for the other end of the bolt to come out except perhaps under the outside handrails. Do I have to remove the outside handrail to access the fasteners for the inside rail?

Yes, I am afraid so.
But what are you replacing the headliner with? Plywood and cloth glued on or solid panels?

Thanks, Salacia. It will be a pain, but at least we know what's to be done.

The plan is to use plywood with fabric adhered to it. We liked what was there, but after 24 years it was coming down on its own.
