The force required to lift the hatch depends on the geometry of the hinge/cylinder combination as well as the weight of the hatch. The strut is bent and should be replaced. Be sure to get a new cutless bearing to go with the new strut. The shaft should be removed and checked for straightness. Note that the smoke produced by burning engine oil has a blue tinge while smoke produced by an overloaded diesel engine is black. White "smoke" is actually either unburned diesel fuel or coolant vapor, the difference is the smell. Knowing these differences can help with the troubleshooting.

Is there anything on the bottom of the locker? Some boats had a round ring that the tank was supposed to fit over. If this ring is too large a diameter it will hold the tank 1/2" - 3/4" high. This sounds like the space you need to make the new tanks fit.

Rich It looks like a case of stray current corrosion. The "extra" anode saved the majority of the underwater metal from severe damage.
