FE 39 Mizzen mast footing

Greetings forum. i am looking to purchase a 1993 freedom express 39 cat ketch. During the survey we found that the mizzen mast footing had a roughly one inch gap between the footing and hull. seems to have made some movement in the past? no cracks or issues with the footing itself. does anyone have any experience, advice whether this is a issue and how to repair - if at all? not a very good photo attached.
